


Jail Inmate Rules
Like any other house, this house has rules for the safety and security of the Inmates and the Staff. Violations of the rules will result in disciplinary action, such as, lock down, segregation, and loss of privileges. Violations of rules that are also crimes will be investigated and may result in additional charges. Additionally, if you are held for misdemeanors and commit a felony, you may extend your sentence.
Inmate Rules
Every Inmate must read, understand and live by these rules while in the Shannon County Detention Center. If you do not understand, please ask a staff member.
Assault
Do not assault Staff or other Inmates. Any unwanted physical contact may be considered assault. Any violent action minor or major, resulting in any level of harm.
Escape
Do not attempt to escape, flee, barricade yourself or in anyway attempt to flee the facility when unauthorized to do so is a violation of jail rules.
Contraband
Do not acquire, manufacture, accept or possess any form of contraband. I.E. Weapons, drugs, tobacco, alcohol, sexual items, handcuff keys, hard pens, flammable items, personal possessions, unauthorized items of any kind. If you are unsure if the item is authorized, please ask a Detention Officer is a violation of jail rules.
Restraint
Do not attempt to restrain any member of staff or any other Inmate. Including cornering them, grasping them, holding on to them, blocking doorways and escape routes, locking them into cells, holding them hostage or intimidating them into submission is a violation of jail rules.
Riot
Any three or more Inmates being violent or disobedient, or assuming command of an organized resistance or interfering with Sheriff's Office operations in anyway as a group, will be considered a riot and is a violation of jail rules.
In the event of a riot response, get down flat on the floor, hands, arms and legs splayed out far from your body, with your head facing away from staff. You will immediately comply with all staff command.
Sexual Misconduct
Do not have any sexual contact with any staff or Inmate. This includes, letters, flirtatious conversation, touch, phone calls, passing notes, oral intercourse, anal intercourse, vaginal intercourse, sharing bodily fluids. This policy is both for consensual and nonconsensual parties is a violation of jail rules.
Contraband
Do not acquire, manufacture, accept or possess any form of contraband. I.E. Weapons, drugs, tobacco, alcohol, sexual items, handcuff keys, hard pens, flammable items, personal possessions, unauthorized items of any kind is a violation of jail rules.

Arson
Do not start or cause any fire or any explosion at any time is a violation of jail rules.

Organized Disobedience
Any three or more Inmates being non-violent discussing disobedience of the rules, inciting others to disobey the rules, refusal to work, hunger strikes or protests is a violation of jail rules.
Possession of an intoxicating substance and paraphernalia
Do not possess any controlled or intoxicating substance not prescribed by staff or a medical professional. Including hoarding medication. Introducing medication into the facility. Being found by observation, discovery or chemical test to be in or had been in possession of drugs. Refusal to submit to drug or alcohol testing. Possessing recipes or ingredients. Or paraphernalia connected to such controlled substance is a violation of jail rules.
Threats
By taking action, verbally or in writing to commit harm in anyway to Inmates, staff, victims, witnesses, coconspirators, law enforcement, Judicial personnel or any other person or property is a violation of jail rules.
Possession of Currency
No Inmate may possess any form of currency and is a violation of jail rules.
False Identification
No Inmate may represent themselves as another or anyone except who they are and may not hide their identity from staff as this is a violation of jail rules.
Self Harm
No inmate may commit acts of self harm.
Disobeying an Order
Failing to comply with any written or verbal order or investigation (Except when refusing to self incriminate) is a violation of jail rules.
Insulting Behavior
Subjecting other persons, staff or Inmates or offensive, rude, obscene gestures is a violation of jail rules.
Theft
Taking, obtaining or possessing belongings of another without their consent or items issued to another inmate is a violation of jail rules.
False Statements
Giving false statements or lying to staff written or verbal or in gestures is a violation of jail rules.
Interfering with a Count
While conducting count and accountability, inmates must be standing beside their bunk or laying in their bunk, visible to staff and not interrupt or cause any situation that obstructs staff ability to quickly conduct count.
Tampering with locks or safety devices
Damaging, tampering or altering locking mechanisms, security equipment in anyway is a violation of jail rules.
Fraud
Obtaining anything through false statement, trickery, deception or false pretense, creating or altering documents, destroying, concealing or removing a document is a violation of jail rules.
Gambling
Organizing or participating in, gambling or possession of any gambling paraphernalia is a violation of jail rules.
Bribery
Giving, agreeing to give or loaning anything to a staff member or TRUSTEE in exchange for favors is a violation of jail rules.
Out of Bounds
Do not be in any unauthorized area without consent of staff. This is a violation of jail rules.
Damage to Property
Damaging, defacing, altering, destroying, losing, trading, or over use of jail property is a violation of jail rules.
Sanitary Violation
Urinating, vomiting, or defecating in any area that is not provided for that purpose is a violation of jail rules.
Pod Boss
This facility does not authorize Pod Bosses. Enacting authority over other Inmates is a violation of jail rules.
Unauthorized Organizations
No organizations or social gatherings under any title including so called businesses, gangs or organized crime will be allowed and is a violation of jail rules.
Malingering
Do not loiter or pretend to be mentally or physically ill in order to avoid jail tasks
Unauthorized
Interactions
Do not associate with employees, victims, witnesses, coconspirators, other Inmates families, friends, significant others, employers and coworkers. It is a violation of jail rules.
Abuse of Telephone System
Do not use phone, mail, email, social media, word of mouth, for the purposes of harassment, effecting another inmates balance, three party calls, calls to other institutions or Inmates or Prisoners, or to violate any rules. Do not tamper with witnesses. Do not use another Inmate's PIN number. To do so is a violation of jail rules.

Abuse of Judicial Services
Do not be absent from any judicially ordered program, do not interfere with the judicial or discovery process or cause delay in those processes, including witness tampering. File frivolous or malicious motions or bring claim against the court system, falsely testify or provide false evidence, abuse discovery, or create false affidavits.
Follow The Law
You must follow all municipal laws, State laws, County Jail policies and rules, Federal law.
No Horse Play
You will not participate in any rough house or boisterous play while in the jail facility.
Procedures and Rules
Failing to abide by any published and/or posted rule, policy or procedure of the department, division or institution.
Using any equipment, machinery or electronic device, including computers, without authorization, or in an unauthorized manner.
Contaminating or altering food or drink belonging to the state or another person.
Using tobacco products in an unauthorized area.
Failing to abide by visiting rules.
Playing a television, radio, tape player, MP3 or CD player without headphones.
Engaging in rowdy behavior; horseplay.
Demonstrating, practicing or using martial arts; boxing (except for use of a punching bag); wrestling; or engaging in other forms of physical encounter or military-style drill not authorized by the facility.
Failing to follow sign-in/ sign-out procedures.

Disposition of Conduct Violations
Disciplinary Hearing Officers and Adjustment Boards have the basic authority for the administration of offender discipline and may recommend disciplinary sanctions or referral for classification/administrative actions as outlined below. In the event these sanctions/actions are revised, they will be posted in areas accessible to you and will be available.
Safety Segregation
Placement in a segregation cell.
Level 1 Violations – Maximum 30 days
Level 2 Violations – Maximum 20 days
Level 3 Violations – Maximum 10 days
Multiple sanctions of disciplinary segregation may be served concurrently. Multiple consecutive assignments will be handled as follows:
a. The offender should be placed in Temporary Administrative Segregation Confinement (TASC) for 24 hours between each sanction of up to 10 calendar days of disciplinary segregation.
b. After a disciplinary segregation sanction of 11-20 consecutive calendar days, with no break, 3 days Temporary Administrative Segregation Confinement (TASC) should be given before additional sanctions of disciplinary segregation are imposed.
c. After disciplinary segregation sanction of 21-30 consecutive calendar days, with no break, 5 days Temporary Administrative Segregation Confinement (TASC) should 34 be given before additional sanctions of disciplinary segregation are imposed.
Restrictions on Visitation
Placement on noncontact visiting status. Level 1 Violations – Maximum Time of 1 year Level 2 Violations – Maximum Time of 6 months Level 3 Violations – N/A
Restriction to Cell in Pod
The offender is confined to her/his room, cell or living area except for meals, contact with chaplain/designee, law library, canteen for hygiene and legal items, required activities, restroom and visits. Visits will be non-contact and two hours in duration.
Level 1 Violations – N/A Level
2 Violations – Maximum Time of 30 days
Level 3 Violations – Maximum Time of 10 days
Multiple consecutive assignments will be handled as follows:
a. The offenders should be released from living area restriction status for 24 hours between each sanction of up to 10 calendar days of living area restriction.
b. After a living area restriction of 11-30 consecutive calendar days, with no break, the offender must be released from living area restriction status for 5 calendar days before additional sanctions of living area restriction are imposed.
Activity Restrictions
Loss of telephone privileges (except attorney phone calls upon request of the attorney), library (excluding law library); special activities and recreation privileges.
Level 1 Violations – N/A Level 2 Violations – Maximum of 30 36 days Level 3 Violations – Maximum of 10 days
Confiscation
The temporary or permanent loss of unauthorized property, including funds or other assets is at the discretion of the Jail Administrator or Sheriff. The loss of use of authorized property for a specified period of time.
Program Restrictions
A disciplinary action taken within an authorized program in accordance with procedures for that program.
Pay for Damages
The offender will pay the cost of repair or replacement, or a reasonable portion of the total as determined by the superintendent/ designee for lost,
Disciplinary Referral
A Request to extend the conditional release date should additional charges arise. Request to remove time credit consideration at Sheriff's discretion. Referral to any department approved program or jail facility more capable to handle the level of inmate behavior. Request to prosecuting attorney for prosecution in a court of law.
Subject to Change
